<p>The Bidding Document in English may be purchased by any interested eligible Bidder on the submission of a written application to the address above and upon payment of a nonrefundable fee of RMB2,000 or USD300. For mail order, an extra postage of RMB100 (domestic) or USD50 (international) for courier services will be charged. The method of payment will be by a certified cheque payable to the Purchaser or by cash. No liability will be accepted for loss or late delivery.</p>

In their opinion, if tourism continues to dip in the Northwest city, there is enough reason for the warriors to turn into Terracotta “worriers”.</p>
<p>With a history of more than 3,100 years, Xi’an, the ancient capital of 13 dynasties, received only 551,000 international tourists (including arrivals from Hong Kong, Macao and Taiwan) in this year’s first 10 months, according to statistics on<span id="more-1756"></span> the official website of China National Tourism Bureau (CNTA). Compared with the same period last year, the figure is down 37.55 percent, resulting in the country’s sharpest tourism slump after Chengdu, capital of Sichuan province.</p>
<p>Last year, tourism, contributing to 15.7 percent of the GDP of Xi’an, was on top of a list of its five leading industries, including culture, service, hi-tech, manufacturing and tourism. A manager of the city’s Hq Guesthouse surnamed Mei said, the slump in the industry has caused many tourism operators shut shop in the past six months and in its bid to stay afloat, the guesthouse house has cut its prices by half and shaved around 30 percent off the local Warriors tour. Another tourism firm, Xi’an Travel Service, has also been forced to cut down its prices.</p>
<p>Todd Subritsky, a spokesman with Sino-New Zealand Tourism Group Ltd, which brings foreign tour groups to Xi’an, said thousands of people in the ancient capital depended on tourism for a livelihood. “But many of them are now wondering if they will still be in business this time next year,” he said.</p>
<p>Xi’an, whose reliance on tourism highlights the threat accompanying the dwindling of inbound tourists, is not the only one place and several other cities also are bearing the brunt of the massive slump. The latest CNTA statistics showed that the number of overseas arrivals in the country dropped down by 1.06 percent in the first 11 months of this year, compared with the 120 million visitors during the same period last year. Three other cities, Chengdu, Qingdao and Wuxi, have all seen a dramatic drop in international arrivals, all down by at least 10 percent in the same period.</p>
<p>Xu Yan, a CNTA official, said that the administration had started to carry out promotions in various major cities so as to reduce the bad effects of the global economic downturn. For example, in December, two CNTA deputy chiefs headed delegations to the US and Australia to promote tourism in China.</p>
<p>However, industry insiders like Liu are hoping to see more than just organized promotions. “We hope the government will consider realigning our currency more accurately to account for the severe reductions in foreign currencies,” she said. “Like exporters, we too are taking a beating with current rates.”</p>

Daming Palace  National Heritage  Park will integrate heritage preservation with improving the urban quality in an all-round way. Total landscaped area of the park is 3 square kilometers, bounded on the south by the northern red line of Ziqiang Road, on the north the palace wall, to the east by the western red line of Taihua Road and on the west by the eastern red line of Jianqiang   Road.</span></p>

<p class="MsoNormal"><span style="14pt;">1 The Ministry of Finance of the People’s Republic of China has received an ODA Loan from Japan Bank for International Cooperation (hereinafter referred to as the JBIC) in the amount of 19,564 million Japanese yen</span><span id="more-387"></span><span style="14pt;"> toward the cost of the Shaanxi Water Environmental Improvement Project (Xi’an) and intends to apply the proceeds of the loan to part payments under the contracts for which this invitation for Bids is issued. Disbursement of the ODA Loan by JBIC will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the ‘Guidelines for Procurement under JBIC ODA Loans’.</span></p>
<p class="MsoNormal"><span style="14pt;">2 JBIC requires that bidders and contractors, as well as the purchaser, under contracts funded with JBIC ODA Loans and other Japanese ODA, observe the highest standard of ethics during the procurement and execution of such contracts.</span></p>
<p class="MsoNormal"><span style="14pt;">3 CMC International Tendering Co. is authorized to invite sealed bids from eligible bidders from eligible source countries for the supply of the equipment/material listed below. According to the Loan Agreement, the eligible source countries refer to all the countries and areas in the world.</span></p>

<p class="MsoNormal"><span style="14pt;">1. The P. R. China has applied a loan (Loan No: 2024-PRC) from Asian Development Bank towards the cost of Xi’an Urban Transport Project, and it intends to apply part of the proceeds of this loan to payment under the contracts of procurement of Gasoline and Gas Filling Station (Bids No.: 0703-0820CIC5Y017).</span><span id="more-297"></span></p>
<p class="MsoNormal"><span style="14pt;">2. Instrimpex International Tendering Company (CNIITC), the authorized Procurement Agent of the Purchaser as shown below, now invites sealed Bids for supply of the Gasoline and Gas Filling Station and related services which have been divided into 4 packages. Bidders may bid for one package or any combination of packages.</span></p>
<p class="MsoNormal"><span style="14pt;">3. The Bidding Document in English may be purchased in CNIITC from August 18, 2008 upon payment of a nonrefundable fee of <strong>RMB 2,000</strong> or <strong>USD285</strong> each set. For mail order, the document will be sent by courier services at an additional fee of<strong> RMB100</strong> for domestic delivery or <strong>USD20 </strong>for overseas delivery.</span></p>
<p class="MsoNormal"><span style="14pt;">4. Bids must be delivered to the 2nd Floor of Meeting Room of the Purchaser’s address given below at or <strong>before 10:00 a.m.</strong> (<strong>Beijing</strong><strong> Tim</strong>e) on <strong>October 14, 2008</strong>.
